<P> 20.2 在比赛开始前退出,如系循环制且剩余为双数,应重新制签:如系积分编排制可考虑补足双数.</P>
<P> 20.3 在循环制比赛中,如有棋手(队)中途退出,处理办法如下:凡已赛对手不足半数者,则所有已赛结果一概注销;如达到或超过半数以上,则其成绩有效,其余未赛对局均作弃权,对方获胜.</P>
<P> 20.4 在积分编排制比赛中,不论是否过半,已赛结果均有效,未赛对局均作弃权,对方获胜.</P>
<P> 第二十一条 迟到</P>
<P> 21.1 比赛开始,如有一方迟到,则从轮他走棋时开动他的棋钟.超过规定时限,即判负.</P>
<P> 21.2 如果在规定时限之前赶到(以到达比赛座位为准),则必须在所剩时间内走满规定的着数.</P>
<P> 21.3 如双方迟到,则扣除双方迟到时间.一方超过规定时限即判负.若双方均超过规定时限,即判双方弃权.</P>

<P> 第22条 超时的规定</P>
<P> 22.1 在规定时间内,不能走满规定着数者,按"超时"论.</P>

<P> 22.3 如使用没有过进标志的棋钟,以分针是否越过最后一分钟半格.秒针是否越过0位为依据.如同时越过,按"超时"论;如只有一针越过,另一针未曾越过,不作"超时".</P>
<P> 22.4 在对局过程中,如发现棋钟出现故障,应立即提出,由裁判更换.若钟面误差较大,裁判应向双方明确表示如何进行调整,取得一致后再予更换.如因棋钟故障而出现提前倒旗,由裁判根据比赛补充规定裁定.</P>
<P> 22.5 一方虽走出规定时限内的最后一着棋,但没来得及按钟,以至超过时限,此除非已经出现将死.困毙.对方认输.对方同意提和等有效胜.和结果,其他情况均应按"超时"判负.</P>
<P> 第23条 提和的裁定</P>
<P> 23.1 提议作和必须在自己走棋后提出,而且只能在提和后方可按钟.扣和必须轮流进行,任何一方不得连续提和.提和方不得撤回提议.对方口头不同意,或走出轮走的一着棋,则为拒绝和棋.</P>
<P> 23.2 双方走棋出现循环反复,符合"棋例"中"不变作和"的有关规定,循环反复局面达三次后仍在延续,即使双方都没有提和,裁判有权判和.</P>

<P> 审核回合时,提出方对非提出方"将军"的着数,最多只计10着.</P>
<P> 双方均未审核时,裁判经审核着数亦可判和.</P>
<P> 第24条 待判局面的裁定</P>
<P> 在对局中出现双方着法循环反复三次,一方棋手要求裁决,称为待判局面.按以下原则裁定:</P>
<P> 24.1 一方"长将"立即判负.</P>
<P> 24.2 双方均为允许着法或禁止着法,符合不变作和规定,立即判和.</P>
<P> 24,3 一方为禁止着法另一方为允许着法,犯禁方必须立即变着,若再重复一次循环,即判负.</P>
